Every September the same question comes up: who should actually file my return? Pakistan has several kinds of professionals doing tax work, and their titles mean different things. Here is a plain guide.
The options
| Professional | Typical strengths |
|---|---|
| Registered income tax practitioner | Individual and small-business returns, NTN registration, notices, Active Taxpayers List issues. |
| Cost & management accountant (ICMAP) | Business returns, costing, sales tax, management accounts, internal controls. |
| Chartered accountant (ICAP) | Statutory audit, company accounts, complex corporate tax. |
| Advocate (tax bar) | Appeals, litigation and legal representation. |
| ACCA member | Accounting and IFRS reporting; check local registration if they will represent you before the FBR. |
Under section 223 of the Income Tax Ordinance 2001, only certain people can act as your authorised representative in proceedings before the FBR. Anyone you hire to deal with notices or appeals should be able to confirm their standing.
Match the person to the return
- Salaried individual, one employer: a registered practitioner is usually enough. The key is a correct wealth statement and claiming tax already deducted.
- Freelancer or exporter of services: you need someone who understands foreign remittances, the applicable regime and how to document inward payments.
- Sole proprietor or AOP: you need proper accounts, not just a return. Look for someone who will reconcile your bank statements and stock.
- Company: accounts, audit coordination, sales tax and withholding statements all link together. Choose a firm or professional who can see the whole picture.
Five questions to ask before you hand over your documents
- Are you a registered tax practitioner, or a member of ICAP or ICMAP?
- Will you prepare my wealth statement and reconcile it to last year’s?
- Who will reply if I receive a notice, and is that included in the fee?
- Will I get copies of the filed return and computation?
- How will you keep my CNIC, bank statements and IRIS password secure?
Why filing on time matters
Filing puts you on the Active Taxpayers List, which means lower withholding tax on property transactions, vehicle registration, bank withdrawals and many other payments. Late filers usually pay more in deductions than they would have paid an accountant.
I am a registered tax practitioner in Lahore and file returns for salaried individuals, freelancers, sole proprietors, AOPs and companies across Pakistan. Send your details and I will tell you what documents I need.
Quick answers
Can anyone file my income tax return on IRIS?
You can file your own return. Representation before the FBR in proceedings is limited to authorised representatives under section 223 of the Income Tax Ordinance 2001, such as registered income tax practitioners, chartered and cost accountants, and advocates.
What happens if I file late in Pakistan?
You can still file, but you will not appear on the Active Taxpayers List until you do, and late filing can attract penalties and higher withholding tax on many transactions.
